ACHIEVEMENT OF THE MINISTRY

  1. The Ebonyi State workers’ salaries are now paid on or before 20th of every month in line with his Excellency, the State Governor’s directive. Other genuine claims like leave allowance of the workers are paid regularly. Gratuities and pension benefits of retired officers are now paid monthly along side with the salaries.
  2. Procurement of 250KVA sound generator thereby settling the problem of epileptic power supply in the Ministry.
  3. Building of plant house for the newly procured 250 KVA sound proof Perkins Generator.
  4. Procurement of furniture, set of computers and other office equipment for the ministry.
  5. Establishment of computerized central payroll system in the state. Currently all the Ministries, Departments and parastatals process their salaries and allowances through the system.
  6. Procurement of utility vehicle for the Accountant General’s Office, Board of Internal Revenue (BIR) and Ministry of Finance.
  7. Ministries and Non-Ministerial Departments not only prepare their capital votes, payment vouchers according to the approved Government Budget, but render monthly returns both Recurrent and Capital expenditure apart from Revenue Returns.
  8. The ministry’s inbuilt checks and controls system through posting of internal auditors and other mechanisms have made the state government financial transaction in ministries/ departments more in line with budget provisions and financial laws. This no doubt is the policy trust of the present administration on transparency, accountability and quality service delivery.
  9. Training was organized within the period under review for permanent secretary (Finance), HOD (Finance/Accounts). Accounting cadre from Grade Level 7 to 15 which has impacted positively on the participants who benefited from experienced experts in Academia, professional bodies and civil /public services lectures.
  10. Training of 40nos officers at Mold Academy, Kaduna mainly to work at the computerized office of the Accountant General and Accounts Production Department.
  11. In budget implementation, we have ensured that contractor’s certificates are paid timely and that fund voted for a particular project is strictly applied for the purpose. Over head releases are on monthly basis and regular too. That has given boost to Government Ministries, non-ministerial department in carrying out its recurrent activities.
  12. Establishments of Project Finance Management Unit (PEMU) in the Ministry. The unit is well equipped with internet facilities. The unit co-ordinates al the activities of World Bank Assisted Projects financed in the State.
  13. Landscaping, Earth filling, Drainage work, renovating of old and constructing of some new buildings in the Ministry as a result of which the Ministry now wears a new look and was once again adjudged the most neatness ministry in Ebonyi State.
  14. Construct and furnishing of 4-Chambers toilets in the Ministry.
  15. Drilling of Borehole and reticulation of water to officers thereby solving the problem of water supply in the Ministry.
  16. Procurement and installation of 10nosm car ports in the Ministry.
  17. Auto registration of motor vehicles and license in the state which will now increase the state internally generated revenue (IGR).
  18. Financial reporting has been improved upon. At present, there is no arrears of the State Annual Accounts. The office of the Accountant-General introduced E-Revenue and salary in the State. This salary automation ensures that each staff pays the correct tax because this has been factored into the software.
  19. The Revenue automation equally reduces the incidents of revenue leakage and waste.
  20. The Ministry has embarked on intensive search for purposes of identifying the location of unknown funds belonging to the State through the services of consultants etc.
