The idea to create the department which was initially addressed as "Internet Department" was conceived with a very good intention to make for easy administration of the state. Unfortunately, the department after the administration of the initiator stopped receiving adequate attention, hence, it remained in comatose with virtually no activity nor programme until very recently when governor David Nweze Umahi who in his inaugural speech on may 29th, 2015 promised that ICT will be a major driver in his administration reactivated the department and subsequently renamed it information and communication technology (ICT) Department.

Today, there has been a resurgence of interest as Ebonyi people irrespective of their classes are turning to ICT for improvement in all spheres of endeavour. This is because the present administration under the leadership of Engr. David Umahi has shown a remarkable and formidable interest to the importance of ICT which was why he appointed a man who has the solution for ICT benefits Prince Ajah Nwabueze Igwe as his Special Assistant on ICT Development.

Interestingly, the department has within a space of time made remarkable achievements in its efforts to assist in actualizing the policies and programmes of this administration.

Also, the Vision is to use ICT to keep accurate records of functions and functionaries of the State Government and as well maintain accountability in every sector of the state including the Internally Generated Revenue (IGR) of the State.

To reform Ebonyi State Information and Communication System and Realign its Citizenry for Effective Adaptation to the Realities of the Global Technological Revolution.
