The administration of His Excellency Engr. Chief David Umahi created the Ministry of Water Resources in July, 2015. As it were, the Ministry of Water Resources previously never existed in Ebonyi State since its creation in 1996.

The foundation staff of the new ministry is drawn from the defunct State Water Corporation (EBSWC); the State Rural Water Supply and Sanitation Agency (EBRUWASA) and some staff of the former Ministry of Public Utilities (MPU) respectively. With the creation of the Ministry of Water Resources, Water Corporation duties were taken over by the Ministry, thereby making the ministry of Water Resources both policy making and implementing organ of government in the water supply sub-sector.

The Ministry of Water Resources has its temporary headquarters at the one-storey building that formally housed the Ebonyi State Water Corporation, located along Town Planning Road, Abakaliki.
